States where betting is legal but not online
5 states allow sports betting in person and have no state-regulated online market. They share a page because the answer is the same in each, and it is not the answer a missing table would give.

That distinction matters more than it looks. “We have not catalogued this state” and “this state has no online sportsbook” produce the same empty list, and only one of them means you should go looking. Nothing here is uncatalogued: as of 2026-08-17 every state with a legal online market is described, including the five single-operator lottery markets.
